Kaltura (Captioning) - Removal of "48 hour" professional captioning option on 09/26/23

On 09/26/23, the UWSA Digital Learning Environment Team changed the professional (paid, human) captioning settings on the University of Wisconsin System (except for UW Madison) instance of Kaltura to repurpose the "48 hour turnaround time" option for professional captioning requests.
This change has the effect of removing the "48 hour turnaround time" option for most campuses that use Kaltura professional captioning. The UWSA Digital Learning Environment Team determined that this would have little impact on campus professional captioning workflows, as the "48 hour" setting is nearly identical in results to the "best effort" setting, but the "best effort" setting is cheaper.
