Canvas - Disable Classic Quizzes Feature Option Disabled/Locked

Disable Classic Quizzes, new feature option in the 09/28/2022 Deploy, was disabled and locked in the UW-System (except UW-Madison) instances of Canvas.
The feature option Disable Classic Quizzes enables Canvas Institution Administrators to transition to New Quizzes as the default quiz option and restricts instructors from creating Classic Quizzes. This new feature option will remain disabled/locked in the UW-System (except for UW-Madison) instance until at least one institution is ready to transition completely to the new Quizzes tool. Once unlocked, Campus Institution Administrators will need to determine when to enable Disable Classic Quizzes for their institution.
