Canvas - Item banks permissions for Institutional Admins 08/25/22

Users with the "Institutional Admin" role in the University of Wisconsin System (except for UW Madison) Canvas account have been given the "Item Banks - manage account" permission. This means that Canvas Institutional Admins will be able to see and manage all of the quiz item banks from their respective institutions.
This permission has been enabled at the institutional level subaccounts (ex: "UW Green Bay - Instructional Top Level") for each UW campus in the Instructional, Continuing Education, and Training and Development instances of Canvas.
Following extensive review and discussion with the Roles and Permissions working group, it was decided to not extend "Item Banks - manage account" permission to the Support Admin or Instructional Designer roles in Canvas, as the permission allowed too much access for those roles.
